Did not the Americans want a one stage to improve the ionosphere by tipping a lorry load of thin wire dipoles into orbit, the Russians wanted to paint the Artic ice black to make Arctic Russia more habitable. Someone wanted to inject sodium ions into the ionsphere to "improve" it. Fortunately most of these hare-brained schemes have been squelched at an early stage. "HF??
