I believe in RTTY contests it means both, consider a short exchange:

 > G3XDV TU DE SP5ZCC CQ

During long contest hours I've been trying to figure that out, but seems 
that people use it interchangeably, because it is useful for making 
short macros.

BTW this whole QSO takes less time than a dot in some QRSS modes :)
