On my travels I use a 10 metre telescopic fibre glass pole. Often I can get this up a few more metres on a verandah or the roof of a building especiall around southern europe because of the type of house design.This will support a variety of antennas but for LF I would suggest an inv L type antenna ie 12m vertical plus what ever length of top you can get out. Because of the bend you will lose a metre or so, then comes the convential loading coil and matching to your coax to the TX/RX. Throw out a few insulated ground radials and you are in business. Depending on your loading coil and antenna wire diameter you could run 1kw. In my opinion this is the best approach, kites, balloons etc would work but introduce other variables and unreliability.
