in an old RCA Transistor Manual, Technical Series SC-13, the 2N1309 is listed as:

Ge p-n-p alloy-junction type used in medium-speed switching applications in data processing equipment. The 2N1309 is the p-n-p complement of the n-p-n type 2N1308.
Jedec TO-5 Outline Nr 3. Terminals 1 - emitter, 2 - base and case (!), 3 - collector. This type is identical with the type 2N1303 except the following items:

VCE sat (IB = -0.13 mA, IC = -0.5 mA) -0.2 V max
VBE (IB = -0.5 mA, IC = -10 mA) -0.15 to -0.35 V
Collector to emitter Reach-Through Voltage Vrt -15 V min
Static Forward Current Transfer Ratio:
VCE = -1 V, IC = -10 mA hfe 80 min
VCE = -0.35 V IC = 200 mA hfe = 20 min
Small Signal Forward Current Transfer Ratio
Cutoff Frequency VCB = -5 V, IE = 1 mA fhfb 15 MHz min
