Only 13dB is quite a surprise. That's about 2 S points up from the background. Are you measuring in a reasonable bandwidth. 500Hz or above.
Apparently the output at 136kHz is only 48dB down on level at 100kHz.
 
Is there any sign of interference to 153 or any LF broadcaster?
