The "most significant hyhen" is usually the one before the last word, here between plan and regulation. Read the thing from left to right - it's primarily a "regulation". What it regulates is a "plan", the plan is the assignment of a range of frequencies. Phew - can simple things be put in such complicated word in other languages too ?
