Hi, if this is made by the government of Puntland, that would be a "problem" as Puntland is a self declared "independent", split-away "country". That splitted away from Somalia-Mogashishu in the 90s, same as the Republic of Somaliland (Hargheiza). Both are not recognized by the international community, which are not valid for the DXCC (except the licences are issued by the "official" government of "Somalia-Mogadishu"), see Baldur's activity some years ago (sadly, as the Hargheiza "part" is more or less the only stable and "secure" region, with the (more or less) only "real" functioning "administration" inside the territory of the former Somalia.
