In fact AMRAD has held such a license to transmit on 136 kHz for several years, and we have --off and on-- run a beacon (WA2XTF) on that frequency for at least three years. It was heard regularly in London (the Ontario, Canada variety). The problem is that, although we are all licenses amateurs, when we do operate under a Part 15 license, we are forbidden from communicating with other amateurs. Hence we can beacon, but not exchange messages with other hams. Catch 22 :-( 73 André
