Realy he had mesure earth resistance plus enviroment loss resistance. Also leak in isolators also yelds a loss. Enviroment loss can became grater when dielectric enviroment (say dry wood) is wet. And wet isolators in antenna wire sure yelds losses in oposite to the case when they are dry. Wet soil itself sure yelds decreasing of the losses.
