New INFO from Vlad. Now ERP is increased to ABT 0.5 Watts (Ia=2.75A). Also
Vlad has recieved IK2DED beacon in CW (audible) this night. Condition
seems bacome better! Vlad recive DCF39 58 dB over noise now.

Just a thought, but isn't an antenna current of 2.75A a bit low for 0.5W ERP?
I recall running 8 Amps to a 300 foot wire with the top at 150 feet high and Jim measured it at 0.5W  ERP.  Or does Vlad have something really high up?

It may begin to explain why his signal has been elusive so far.
