Surely, being able to communicate with amateurs using this same band in other parts of the globe is a legitimate interest on the part of European hams. Moreover, your actual experiences involving interaction (or lack thereof!) with ID devices, powerline controllers, or any other consumer and industrial devices, will lend a much needed real-world perspective to the proceeding. However, for informal comments, you should be able to get a very good idea about how to file from the site Geri mentioned.
