In fact it is run on behalf of the RSGB by the guys at blacksheep.org, most of whom are VHF contesters. We certainly owe them a debt of gratitude for the service provided. RSGB HQ can and does host reflectors, but these are mostly for committee work. By the way, blacksheep is the name of an excellent bottled ale which I understand is much loved by these contesters.
