I work in EMC and this would be a very difficult concept to implement as most commercial filters are designed to filter against some reference plane (typically the metal cabinet of equipment). To successfully filter a domestic supply would either involve a filter that is designed not to need a significant earth impedance or a very large buried earth mat. I would not recommend any commercial filters without seeing the design. Nick
