I think one thing we overlook is that the powers-that-be really aren't interested in amateur radio, and have little on no experience of it. In fact to them it's just nuisance value.
 
Our future, as you correctly point out, is to look to the future with whatever technology offers, making choices appropriate for a particular band and conditions.
