A varicap and tuned circuit is a bit messy at 137kHz and I/Q generation gets complicated implementing the SIN/COS functions . It would all be straightforward using DSP, but some relatively simple solution, filtering the output from the VE2IQ software then applying to a phase modulator ought to be possible.
