The band is allocated to the amateur service on a secondry basis, as per the CEPT recommendation. However, the band has not yet been officially opened for use by amateurs. In the meantime, I've contacted our ministry of telecommunications (once again!), who told me that we CAN start using the band from now on, although there's still a signature missing but the document is circulating in the offices.
