How is any mode 'illegal' - apart from in the US where their national
organisation seems to have self regulated thenselves to extremes.

ROS is not a "Secret Code or Cipher", its decodable by off-the shelf
software without having to enter any secret password.

If teh author chooses to not publish the details, that just opens up bad
feeling, and a desire to hack it.  Come on any GCHQ/NSA type people out
there.    It can't be too difficult to reverse engineer with your
techniques.:-)
