It is relatively easy for telecoms regulators to licence individuals to use 
frequencies for specific purposes on a case-by-case basis, as for the 
existing 500kHz NoVs. But creating a new amateur band like 136kHz is 
something that requires extensive international negotiations between all 
sorts of interested parties who already "own" this part of the spectrum. 
Consequently it is a process that moves with glacial slowness - European 
administrations seem to be aiming at the WRC 2012 meetings for introducing a 
band somewhere in this range.

It isn't very hard to get the NoV, so why not apply anyway?
