        I would like to clarify the situation with regard to US
Experimental licenses and their ability to communicate with other
classes of license.

As a matter of course Experimental stations are permitted to
communicate only  with other Experimental stations but exceptions can
be granted on a case by case basis.  For the Experimental licenses for
which I filed the application myself (eg. WD2XGJ, WE2XEB, and WE2XGR)
I put a clause in the application requesting permission to communicate
with foreign amateurs. When the licenses issued they all contain the
statement: "the licensee hereof is hereby authorized to use and
operate the radio transmitting facilities hereinafter described for
radio communications in accordance with the program of experimentation
described by the licensee in its application for license."
Since part of my program of experimentation as described in the
application for the license was "communication with foreign amateurs"
I believe that I covered that base.

Certain other US  Experimental licenses do not have the ability to
communicate with amateurs in their application (in one case that I
know of the FCC questioned a similar request causing the applicant
dropped the request).

   The bottom line is that it depends on the specific license, I can
only speak directly  for WD2XGJ, WE2XEB, and WE2XGR but I believe that
some other US Experimental licenses also have the ability to QSO with
amateurs. I know that the WD2XSH stations DO NOT have the ability to
QSO with amateurs.
