I wondered if that 8270 Hz might be Uwe, the bearing was
right but the signal much weaker than normal.  Also some
other traces of signal at 8270: 2016-09-18_16:50,+1h and
maybe 2016-09-13_11:10,+30m, on the same bearing.

I just exercised my workstation PC on the 25 char
16K25A message sent by W4DEX on 2015-01-01 00:00.

'8822HZ 2015 JAN 1 TA TEST' with Eb/N0 = -0.1 dB

At that time I had to use AWS EC2 to decode the message
but now it's within the 64Gbyte RAM of my PC.  Decodes in 5
minutes using 8 cores (was 2.5 mins on AWS Xeon E5-2680 with
32 cores).  So in 2 years, home PCs have moved on somewhat.
Today, AWS announced available Xeon E5-2686 v4 with 64 cores
and 256 Gbyte RAM so the bar is raised again to allow messages
of over 100 chars with the strongest coding.

It's been a busy summer here with not much time for radio
but I've accumulated a collection of coils, amplifiers,
kites, and 250m of very nice ultra light strong antenna
wire from sotabeams.   Perhaps soon it is time to apply for
that NoV but the application asks for quite a lot of detail
which is difficult to settle without doing experiments first.
Hopefully I can get away with a sufficiently vaguely worded
application which leaves room to experiment with different
antennas and transmitting locations.
