Many chances are missed in that situation. We don't need an "authority" who defines a band plan. But we would need a discussion and a consensus then. Years ago i have centered my QRSS grabber on 476.180 kHz. It does not mean that i want to define the center of activity but i wanted to run one of the first an regular (!) QRSS MF grabbers and had to make a decision. IQ2MI is almost daily active there since years. Also it is possible to watch/monitor that range when using a USB (SSB) RX on 474.2 kHz dial, so one can use it for JT9 / WSPR / QRSS.
