The results would impinge on nations not involved in their satellite sytems and could potentially cause severe damage to commerce together with potential disruption to a great many activities which rely on HF communications. Without the prior agreement of ALL nations who use HF spectrum surely this could be construed as an act of aggression by the perpetrators on all non-participants! I am not knowledgable enough on the subject but I would also feel strongly that there must be the fullest possible discussion internationally before anyone starts mucking about with the earths radiation belts regardless of what they say happens from time to time naturally. There are far too many "experts" out there mucking about with this planet' eco systems already! Don't forget, some of the governments involved have been more than happy in the past to hide from us the fact that smoking is dangerous to health while sucking up all the tax revenues they can lay their hands on! By the way, if they do this by generating some kind of massive EM pulse at LF wii we be able to claim compensation for any damage caused to our equipment?
