As far as I know, the basic WSPR protocol does not allow more than the first four locator characters although the latest WSPR software for PC has a checkbox named "Force transmission of 6-digit locator". As you are using direct VCXO control, you don't need to use all download commands, only T, U, W and possibly V (V only if you use a GPS). Set W to 0000 if your PIC XTAL is spot on frequency.
