Windows will duly and silently try to please the user of the sound card (i.e. the program) resampling at the sample rate requested. If you are not convinced, start Winrad and set the sampling rate at 192 kHz with a sound card that is not capable of that speed. You will see 192 kHz of spectrum (-96 to +96), but only the central part has some meaning, that covered by the hardware sampling rate of the card.
