This is an attempt to make up for=20 that and to give you some idea of where things stand. =20 The issue has been how to stream proposals, such as those some of you=20 have submitted, through RAC and into IC in a form which IC can=20 expediently process into the Developmental Licenses IC have indicated=20 they are prepared to issue for experimental operation by radio amateurs=20 on 600 meters. =20 The work on this issue is being generously worked through by Jim Dean,=20 VE3IQ, and Richard Ferch, VE3KI, working with Ren=E9 Guerette and Gary=20 Steckly of Industry Canada. =20 At this point in time it seems likely that Industry Canada will accept=20 that the applications be forwarded to them using IC Form 2365 a copy of=20 which is attached for your information only. What is still being worked=20 on is how some of the requirements of the form might be modified or even= =20 waived for the particular circumstances of these Developmental Licenses=20 and radio amateurs as applicants. It is important in crafting this that=20 the process as modified be agreeable to the regional Industry Canada=20 offices through which these applications will flow and not simply to the= =20 IC officials with whom Jim and Rich are working here in Ottawa. This is=20 going to take a little more time to work through but we think we are close= . =20 It's important to realize that, reflecting the Government's redoubled=20 concern with transparency, this process will - unlike the earlier 135=20 kHz authorizations - more closely follow IC's rulebook. In this regard,=20 I'm taking the liberty of excerpting the following from a recent letter=20 from Ren=E9 Guerette, Director of IC's Amateur Radio Service Centre....=20 =20 The developmental licence applicants must adhere to the rules applicable= =20 to commercial radio stations. Their amateur certification should serve=20 them well as operators but does not infer any other privileges.=20 Applicants are bound by the CPC 2-0-03 on tower consultation. If they=20 exceed the exemption limit in tower height of 15 meters or create other=20 non excluded situations, it will be at their own perils. The LUA may=20 wish to allow construction/erection without consultation if approached=20 but since the duration of these trials is over 2 years, temporary may=20 not be so temporary. This provision in the CPC is meant for temporary=20 emergency situations. Antennae patterns and ERP calculations as per predictions seem quite=20 reasonable to me as antenna propagation characteristics at these=20 frequencies are difficult to assess. As you indicate, the efficiencies=20 of such antennae are more likely to be less than the model. Licences must be renewed yearly. Rationale for renewal is required. This= =20 too is assessed at the district level. However, I suggest that licensees= =20 should forward their rationale with covering letter to the ARSC for=20 vetting and distribution to appropriate licensing office for renewal.=20 Since all members are participating in the same trial, I suspect the=20 rationale will be similar for most if the project is ongoing. A letter=20 from RAC might do the trick. =20 End of Excerpt. =20 As you can see, it's much easier to be a radio amateur. We do think,=20 however, we are close to the finish line and it is our objective to have= =20 this process as straightforward as the circumstances permit when we are=20 ready to go. =20 One area where those of you who have submitted proposals can help is in=20 connection with the requirements for antenna pattern and gain data. It=20 seems likely that IC will accept data which RAC will supply based on=20 antenna modeling which we are hoping to do here.
