Kevin, I also have an IC718 and found the same to be true. I don't think it's actually possible to persuade this model to transmit below 1600kHz, despite some misleading information to the contrary. The IC703, and I believe at least some versions of IC706, can be made to do so however. If anyone has a confirmed mod for an IC718 to open up the TX below 1600kHz I'd be happy to hear of it too.
