All,

over the past weeks I received several questions wether ECC 
Recommendation T/R 61-01 includes 501-504kHz in Belgium.

I asked BIPT (our Ofcom, FCC, ...) and received this answer (in Dutch) :

Een buitenlandse titularis van een HAREC vergunning mag onder 
dezelfde voorwaarden als de Belgische radioamateurs alle toegelaten 
klassen van uitzending en alle frequenties gebruiken.
Dan mag hij ook de frequentieband 501-504 kHz gebruiken.

English translation:
A foreign holder of a HAREC licence may operate under the same 
conditions as Belgian radio amateurs, using all approved modes and frequencies.
This includes the frequency range 501-504kHz.

So it is legal to operate as ON/PAxxx/P, ON/Fxxxx/P, ON/Gxxxx/P etc.
Restrictions (that of course also apply to our foreign guests):
- 501-504kHz
- NIB
- max. 5W EIRP (not ERP !)
- max. 100Hz bandwidth
- only telegraphy (as per ITU definition, thus includes digital text modes)
