Why?

By specifying Dial frequency, which is set both on the TX/RX and in the
software BY ALL INTERESTED PARTIES, one provides known 200Hz window,
within which one can be confident all participants in a "WSPR network"
will reside. Where, within this 200Hz window, can be selected by each
transmitting station to avoid co-frequency operation with the other
participants.

What is gained by each station specifying their own actual effective RF
carrier frequency individually? 

Station 1 sets dial frequency to 502.4 and audio to 1500Hz then his
RF frequency is 503.500

Station 2 sets dial frequency to 502.4 and audio to 1520 then his RF
frequncy is 503.520

What is gained by Station 1 announcing "WSPR beacon on 503.500" and
Station 2 announcing "WSPR beacon on 503.520"

Do you tune 1500Hz below Station 1's announced RF frequency or 1500Hz
below station 2's announced RF frequency, 1520 below Station somewhere
in between or just stick to what's sensible... and quote a single,
universal Dial Frequency and be done with it.

You seem intent on making this much harder than it needs to be, just
out of devilment, presumably.

If you don't like the mode - and that's fair enough, it's not for
everyone, and it's not intended as the only way of exploring the RF
spectrum, it's just ONE thing to do for interest and amusement - this
is a HOBBY afer all - and you see no benefit in it then you have acres
of space in which to operate the mode/modes that take your fancy, why
try to specify how others must use a system, which operates perfectly
well in the manner intended by its designer and those who wish to
expore its usefulness.
