[I meant fuss, but perhaps I was right the first time] For example, it is reported in our regional newspaper today that a Welsh city has forbidden its inhabitants to put used teabags into the municipal compost facility, because they may have been in contact with an animal product (milk) and therefore pose a risk of foot and mouth disease.
