Hello Brian,

I guess it's just a matter of formulating things.
Assuming that the harmonic number is the (integer) ratio between the 
fundamental frequency and the harmonic frequency then the 1st harmonic 
has a ratio of 1/1 with the fundamental. 
Or otherwise: 1st harmonic = fundamental
