Spread spectrum signals are not user friendly for other users in a restricted band. You are also getting confused between LF/MF and V/UHF applications. Its a well known fact that spreading a signal in frequency improves channel usage and assists weak signalling - go back to Shannon's eqn. Look at first GSM (which used frequency hopping to improve usage) then 3G with DSSS. Also all the WLAN modes use frequency spreading. Methinks you're behind the times thinking single carrier modulation.
