Not enough consultation here in the UK I do not recall RSGB consulting members about preferences. I also understand from conversations discussed on HF that five other countries are prepared to issure licences but CW telegraphy only. Hopefully this is the case. There is ample room on other amateur bands for data modes, this also applies to 137 khz where the bandwidth is also limited to a few khz. The preliminary permission runs until the results from WRC2011 is known. Detailed regulations for operation in this narrow segment are under preparations by NRRL and the Norwegian PTT.
