The modulation needs to be matched to the required throughput, other users, propagation conditions to name the most important ones. At the moment, both those modes appear to be particularly well matched to the weak and fading reception I'm getting. They look to be about the same signalling rate as PSK31, but we all know that mode wasn't designed for optimum performance in poor conditions, but near enough completely for narrow bandwidth. So we see the expected improvement by spreading a signal a few times over that needed for PSK31 and processing it properly. Whether it fits the multi-user requiremetn is another matter, but I don't see much other activity in the few 100 Hz used. Anyway, it looks as if QRSS woud co-exist inside the tone spread.
