One licence that I hold EI2AE when first issued was an experimental licence back in 1956 and not a radio amateur radio licence like the UK. The conditions were very strick compared to the UK which was also vy strict at the time. One wrong move and the licence was gone maybe a fine for having no bicycle rear light. A radio amateur should know better. In Singapore 1968 my call was 9V1OY and to get this licence I had to take an Oath before a Magistrate, have the equipment inspected and produce my UK licence as well to prove that I was qualified. Amateur licensing here has been handled by volunteer examiners for some time now not the FCC. The biggest difference is that there is nothing comparable to your NoV process for 500kHz etc, here a separate experimental license is required from the FCC.
