Like you suggest two licences A and B

Licence A
Radio Amateurs that can communicate using Morse Code and use a soldering
iron to build a wireless and communicate.

Licence B
Appliance Operators that mind machines to communicate on their behalf
especially when they are asleep and cannot do any of the above. I realize
Italy is a hot country and they need a lot of siesta time therefore this
class would be most suitable.for them.

What experience do you have on LF/MF and preferred modes. I cannot recall
when we had a QSO or heard you.
