They depend on a reasonable skin-depth in the ground at the operating frequency, to form and underground loop ("ELF Communication Antennas" M.L.Burrows ISBN:0 906048 00 1). They work well on receive at VLF (see Marconi about 1902) because higher frequency noise is absorbed in the ground. 500k is probably getting a bit marginal unless you are on desert sand or rock.
