The reference to "re-inventing the wheel" actually came from conversations with our regulatory authorities when I was trying to convince them to grant me an experimental licence. (Over here in VK land we have to make individual submission for a Scientific Assigned Licence to operate on LF). That was the counter argument put forward by a representative of the regulatory authority. He said there was no justification for granting an experimental licence as I hadn't shown that any NEW work was to be attempted and the area was completely covered by the commercial enterprises. It was only when I pointed out that I wanted to conduct narrowband experiments which were not existing in the commercial world (I leave NASA out of this!!!) that I was granted an experimental licence (after forking out $400 Aus for the privilege - which hurt a great deal!!!). Anyway, I am sure that everyone (of both views) is sick of me pratting on about this. I think we all want to get back to the business of exchanging views without fear of belittlement and in a spirit of encouragement no matter how modest each of our efforts are.
