The article describes the construction of a kite of the "Scott Sled" design. It is a lightweight design, less than 5 pounds, and flies at very high angles, 70 to 80 degrees is not uncommon. They are made of white Dupon Tyvek and have considerable lift at very low wind speeds, the article talks about 1 - 2 MPH.
Above 20 MPH they cannot be used.
Cost is stated to be 25 dollar and construction time three hours.
